First off, avatars are not the same as characters. Avatars are the little square logo that displays next to your Gamer ID when in a race or on the home menu.
You earn avatars through some seasonal or limited event rewards, through upgrading your Character Collection, or through lucky pulls in the Multiplayer Box. You will also occasionally see avatars listed individually for sale in the Marketplace for purchase with multiplayer coins, not to be confused with the premium currency ("tokens"). Avatars are also available in some of the Seasonal or Event boxes in the Marketplace, but the odds of receiving one are quite low compared to getting character shards, crew shards, or kart pieces.
If you were lucky enough to be playing SpeedStorm in June of 2023, you received a gift of 12 Pride related avatars for free, but those ones are currently not available to be collected or purchased if you began playing at a later point. Perhaps they will return in June 2024.
There are approximately 98 possible avatars available at the time of this writing (mid January 2024, late in Season 5). From the home menu, you can press
(or click if you're on a PC) to access your game profile. On this next screen, highlight and select the "Edit Info" button. Then use 
(or click) to navigate to the Avatars tab. This will display all of the avatars you have collected as well as see the ones you still don't have. If you click on an unearned avatar, it will tell you where you can potentially collect it from within the game.

It’s easy as it looks. You gotta play a lot of Ranked multiplayer races to earn these tokens you get from said session. Avatars only come in those Multiplayer packs or become available for a very short time in the daily market. You start out with a few of them if you’re were playing during the beta/alpha phase if you’re lucky, but if you’re started by season four (Aladdin) then you would have to play a lot of multiplayer races to earn tokens to buy the multiplayer packs. (Which is already frustrating if you want to get this achievement since it’s random)

In-game avatars are unlocked in the same way as Shards, upgrade parts and other cosmetic items. You can also buy these from the Shop, although completing Season Tour events and opening boxes with currency you earn will eventually give you 25.
