You will receive the wand after helping Cinderella (I was also level 4 I believe when I received it).
AFter that, just equip it and spam
whilst walking around doing other collection tasks for the characters. There are loads of wand secrets to collect, including:
- Trash cans
- Storm drains
- Lamp posts
- Unique secrets
- Parasols
- Some statues (e.g. the ones around the Walt Disney statue near the entrance of the park).
You will quickly rack up 50% of them. There is no achievement for collecting 100% so you can stop after this (though there are achievements for getting 50% complete for each area so you may want to keep going after you've unlocked the achievement).

Actually I believe you receive the wand when you first meet Cinderella and she requests your help.
