Achievement missable: yes, if you sold the Collar
To finish this Quest you need the Pet Pal Talent, only your two Heros can learn it. Also you need Sam's Collar (Drop fom the Source Nightbare (The Big Spider) inside the Black Cove [29]) Then go to the Cat Unsinkable Sam in the King Grab Inn [16] and talk to him then to the Cat Maxine in the Town Hall [14] and back to Sam. After that you get the Achievement

Known bug: the collar remains in your bag after the quest.
I've just done it and got all rewards (achievement, trait, xp, cats are married...) but the collar is still in my bag.
