Ishmashell can be found right near your Start point at x:456, y:76 (if you missed him you can go back there trough the Waypoint easily). You simply need to find him and talk to him, you don't need to push him into the Sea.

your characters are in the right location, but your cursor and the coordinates on screen are not; you should clean that up as it is confusing.
