This achievement IS missable.
After "answering the call" and seeing the laundromat change from normal to virus filled, walk over to the machine closest to the window. Unlike before answering, now the lid to the machine can be opened. Inside the machine is William Hartnell's blue signet ring worn throughout 1st's adventures. The achievement will pop as soon as you pick it up to examine it.
