The earliest you can get this achievement is in chapter 6 Although Big Tony’s shop is available at the end of chapter 5, he doesn’t have enough items to sell to you to get this achievement.
Once you finish chapter 5 and you go to your dorm and sleep, you will wake up on day 6. You can head straight to Big Tony’s shop which is located down the manhole in the parking lot (far south of the map)
Make a save just before buying 100$ worth of goods so you can quit after unlocking the achievement and save your money for the other shops that require you to spend 100$

Edit* you can get this on day 5 as you can purchase multiple of the same item. Just realised after posting my bad lol.

Nothing in this shop is required for another achievement, so I'd suggest getting up to $100 and then saving your game. Buy a bunch of items to get over $100 and unlock the achievement, then reload your save to get the money back.
