start an online private match with another controller and then make sure you don't pick up any powers. get to player 2 then hit LT or RT to hit the other player.

go into the options on a private pvp match and turn off all the items and just melee away on player 2

Set up a private match, any game mode with a guest signed in or with a friend. Simply run over to the other player and start to mash 
, takes a few hits to knock the player down.
