If you go into map settings, you can set whatever power-ups you want to have spawn. The beer is the power-up that looks like a barrel. Not confirmed, but you can probably get this even without boosting or having a second controller, since if you put the beer down right in front of you it'll affect you too. There are four uses per power-up, so you'll need to pick it up three times to get this.
Edit: As pointed out by Krazie x360a, you must let the effect wear off before using it again.

It's worth noting that you need to wait until the effect wears off before using it again for it to count.

Set up a private match, any game mode, any map with a guest signed in or with a friend. Before starting the match press 
to change the game setting. Select to only have the beer keg power-up spawn in the match. Start the match and have player two hit you with 10 beer keg bombs. This power-up will invert your controls if effected by it.
