The Jelly is the little green jello-looking powerup (with the blue background). The Nuke is the missile. Simply load up a pvt match with one extra controller plugged in and bots off. If you go into map settings, you can set whatever power-ups you want to have spawn. Make sure that when you fire your second player's nuke at the first that it hits the Jelly where it's supposed to. It'll arc into the air upon firing, and you want it to land sort of on your character's head. It will then bounce off.
This took me several tries because the nuke would miss me, which more often than not means a death and loss of powerup.

Set up a private match, any game mode with a Guest signed in or with a friend. Select skyscraper and select for nukes and jelly to be the only power-ups to appear on the level. Have player one activate the jelly and have player two shoot a nuke directly at player one. If done correctly the nuke will bounce off the jelly and go in a different location. You do not have to get the player who shot the nuke at you.
