You will need to complete standard runs in the game to unlock abilities as you play, once you have unlocked all three abilities for the shield the achievement will unlock.
For reference, in the first column second row of the abilities of your shield where you can only select one or the other in your upgrade tree during your run, the three options will eventually be Electro Blast, Invulnerability, and Reflection. These are the three that you need to unlock over time and make available to get this achievement.
