After building the thing and getting Look on my works, ye Mighty, 
, you just have to walk up to it and hold x to turn the handle 725 times. This will take you around 10+ minutes if done constantly just make sure you have some supplies etc so that you don't starve (ha...).

to start winding and once its been turned 725 times the achievement will unlock.
You do not have to do it all in one go, and a single crank is considered 1 use. Once you have turned the crank 725 times "Task Complete" will appear on screen and you will no longer have to wind it multiple times before fireworks explode from it.
