I feel like this one is either bugged or missable. I shot the actual machine in the corner of the building and it didn't unlock, and I had realized I was in the bio lab so I couldn't restart it. In level select I replicated where you shot it in you video (it looks like you shot more towards the raccoon) and it unlocked.

Once you get the hot air balloon back and float above the Trash King's HQ, you will start an attempt to get into the building. After that fails, Possum will help you by giving you a hacking device.

Swallow it and catapult it into the video camera on wall by the door.
The device will plug into the camera and allow the hole entry into HQ.

Story Related and cannot be missed

This trophy is awarded during the first section of the Trash King’s Lair, Raccoon HQ, towards the end of the game. You will use the catapult to throw Possum’s hacking tool up to a device on the left side of doorway to gain entry into the lair.
