I have made a 100% guide walkthrough for this game, following it will give you the first 6 achievements in the "City" mode.

There are a total of 288 elements that can be created in City mode, but you only need to create 150 of them to unlock this achievement. It'll actually take just over 150 elements to make Alcatraz for the "Criminal's Nightmare" achievement, so refer to its solution for making Alcatraz and this achievement will unlock along the way.
