This achievement only requires that you discover/create 15 total groups. You don't need to create every element in those groups. This will happen unavoidably while creating elements, because every time you create a new element, if it's part of a new group it'll automatically create a new group. Refer to the "Half the Battle" achievement solution for creating elements. Doing so will unlock this achievement as well.
