First thing to notice here is it doesn't say win.
All you need to do is complete any online race and this achievement will be there to greet you at the finish line.
To do this at the main menu select 'Multiplayer' then 'Quick Match'. After pairing finish the race and bam instant 10GS

Here is a video guide on how to get this achievement along with the 'Officially Licensed' achievement, both are pretty simple.
All you have to do is start up an online game by just going 'Multiplayer' > 'Quick Match' then waiting for your opponent to join, then all you have to do is finish that game, you DON'T have to win.

Very simple. 10G instantly.
Simply start up CC2, then, press multiplayer, followed by quick match. Notice how it says "complete" not "win". Just cross the finish line.
