Like the other level unlock achievements, this will come with time and stars. The Pirate Island world is the last world and follows the Egypt courses.
You need to keep earning stars (or coins) so going back and playing levels again to find stars you missed the first time is required. If you are running low on stars make sure you unlock the split paths in each previous world and gather as many stars as you can from bonus objectives.
Lastly, you can unlock these in any order if you want.
