There is no time limit for the courses, so just take your time and collect the stars in the course. Also, completing bonus objectives for each course gives 2, 3, and 4 stars. To get every star in a level you will need to unlock the split path.
The star count in the top corner is inflated with bonuses. On the course select screen it tells you how many stars you have found in that course. Use these numbers to get an accurate count.

my stats in the right corner of the screen says i have 41 collected (middle icon).. and i already spent 15 for level 1.2 ... but this achieve didnt pop, is there some other stars that im missing or has M$ already screwed this up ?! xO

The number in the top corner is inflated with bonuses i believe. On the course select screen it tells you how many stars you have found in that course. Each level has 16 or 18 stars, i cant remember the exact amount. Just try to collect every star in the first 2 to 3 levels and it should pop.
