You need to one game clip, how do you do this?

A game clip is created when you beat the level. But that is only relevant in Time Trials. You can ignore them if you play World Tour.

Upon completing Level 1 you will be able to buy Level 2 with the stars or coins that you earned from completing it. Press 
at the end level screen and select your payment method.
