How to unlock the Pick a Winner! achievement in Double Dragon Neon - Definitive Guide
The key to this achv is to hit each enemy type with the hair pick. Hair picks are those pink comb things that sometimes turn up in the Williams character that has the afro hairdo.
Throw them with X or B. It just has to hit the enemy, it doesn't have to kill them. Variations on enemies don't matter. For example any Abodo (white, black, Bimmy, Jimmy, the blue one) will count. Like wise white Williams, black Williams or the sort of Elvis-looking ones will count. Just get any one of them and you'll be fine.
The enemies (stole this bit from PS3trophies btw);

Linda
Abobo
Skullmagaddon (this will get you an achv. Also you only need to do this one Stage 2, not the Stage 10 variant)
Hoverbizzle (regular or red TNT version will do)
Ichisumi
Mecha Biker (Stage 4 boss. You'll have to carry a pick through the final airlock so use your heavy attack - Y - or specials - RB- in there. Get him after bike is destroyed, when he is on his feet)
Shun
Roxy
Jiang Shi
Boa Boshi (easy to do on Stage 10 as there is a pick in the first smashable object just before he is introduced)
Plant boss/helicopter/giant tank boss are not required.
The bitch of the bunch is that flying girl (Roxy?). The easiest way to get a chance at hair picking her is to fire up Stage 7 (Some Kind of Lab). You can pick up a hair pick from one of the smashable barrels and she turns up pretty early. She was my last enemy to get so I can definitely confirm she counts for this achv. Nailing her is tricky though.

Here's another way to get Roxy with the nail pick. Use Dragon Swarm and she'll go down. Wait for her to get up and right as she is in her standing stance, like as she is getting up, that's when you nail her with tne nail pick. She wasn't my last enemy to use it on; it was the Hoveribzzle, but I do agree that Roxy was a pain. Perhaps with the method I speak of here will help make it a little easier!

This guide will talk about the easiest place to find each enemy to pick. The enemies show up in lots of places and you will have lots of opportunity to hit them with the pick. I want to give you the easiest places to load up a chapter and find the enemy.
Pro Tip: You can drop the item you are holding by pushing up on the Right stick to go for a High Five. Makes it easy to carry keys and picks through a mission.
Williams (basic male enemy) - Mission 5
Pick: In the very first fight with the Serious Shinobi the second enemy that walks out has a pick in their hair.
Enemy: After the Shinobi fight take the pick and go up the ladder. As you walk forward there is a Shinobi, past the Shinobi is a Williams just standing there waiting for you.
Linda (basic female enemy) - Mission 10
Pick: In the very bigging of the level the first breakable object at the top of the screen has a pick.
Enemy: Right after getting the pick there is a Linda standing there waiting for you.
Abobo - Mission 5
Sadly none of the Abobos are early in levels.
Pick: Near the end of mission 5 there is a fight where two enemys with picks show up.
Enemy: At the end of the level an Abobo pops out of a building.
Hoverbizzle - Mission 7
Hoverbizzles are hard to hit. The mission I picked here isn't the easiest to catch one, but it's the fastest mission to restart if you miss. Another quick area to find one is in Mission 4, but you have to fight them in the third air lock.
Pick: After the first Roxy fight there is a breakable object with a pick.
Enemy: After the first Roxy fight run past the enemys into the next staged fight. After the first wave of Williams there will be a dynamite Hoverbizzle.
Ichisumi (Geisha) - Mission 4
Pick: After the second air lock there is a staged fight after a Tape Worm. There is a pick in the breakable object at the top of the screen.
Enemy: The geishas attack in the staged battle after the Tape Worm.
Serious Shinobi - Mission 5
Pick: In the first fight with the Serious Shinobi the second enemy that enters has the pick.
Enemy: After the fight that introduces the Shinobi there is a ladder. Go up the ladder and walk forward a little and there will be a Shinobi just waiting for you.
Roxy (Jet Pack) - Mission 7
Pick: First breakable object after the Roxy enemy is introduced.
Enemy: There is a Roxy right next to the object with the pick.
Jiang Shi (zombie) - Mission 9
Pick: The pick is just laying on the ground after you get done with the sliding elevator scene.
Enemy: the first enemy encounter after the sliding elevator scene.
Bad Boshi (sorcerer) - Mission 10
Pick: At the beginning of the level the first breakable object at the top of the screen.
Enemy: past the Linda and Williams at the very beginning of the mission is the Bad Boshi introduction.
Mecha Rider - Mission 4
Pick: After the second air lock there is a Tape Worm. There is a breakable object at the top of the screen with the pick.
Enemy: Mecha Rider is the boss of mission 4. You have to carry the pick through the third air lock. Use your Sosetsuken so you don't lose the pick. You need to knock the Mecha Rider off his bike before you hit him with the pick or else it won't count.
Skullmageddom - Mission 2
Pick: Breakable object at the top of the screen right before the boss fight.
Enemy: Boss of mission 2

My one tip would be that I think Level 4 (Airlock) is easiest for the Hoverbizzle. When the hoverbizzles drop in from above, they'll stay in place for around two seconds before they start to pursue you. During this time, simply line up your shadow with one of the hoverbizzle's shadows, and throw.
Another reason level 4 is a good choice is that even if you miss the hoverbizzle, you can still quickly finish out the level and get three mythril, which you'll need for upgrading all songs to level 50.

Although the guide above mine does a great job of telling you what the enemies are that need to be hit with the pick, it fails to tell you where to find them.
Williams- this guy is first found on stage 1 & in almost every stage.
Linda- found on stage 1 & just about every stage
Abodo- found on stage 1 & found on almost every stage in the game
Skullmageddon- stage 2 boss
Hoverbizzle - found mainly in stage 3 & 4.
Ichisumi- first appears in stage 3 & almost every stage
Mecha biker- stage 4 boss
Shun- found on stage 5, 6 & almost every stage. I had trouble finding a pick for this but you get one almost every time at some point in stage 6
Roxy- stage 7 (see above guide for tips on hitting her with the pick)
Jiang shi- I think this one only appears in stage 9 not 100% sure though
Boa Boshi- found only on stage 10
If any of my info is incorrect please post in the comments what I got wrong & I’ll fix it.

This trophy requires you to hit each TYPE of enemy with the pick, including bosses (except the Marian II Plant, the Helicopter, and Tank).
