I got this when I beat level 18.
Levels 1-12 don't have a time limit so you can take as long as you need to get to the bottom and advance.
Starting at level 13 there will be a time limit, but it's still relatively generous. Just follow the poles with the yellow lights to stay on the path.
Use LT to boost and X to slow down.
