How to unlock the Quartermaster achievement in Dragon Age Inquisition - Definitive Guide
The only problem you could have is finding the materials. Some ask for materials that are rare. Here's how to find some of the earliest rare materials.
Ram Leather: Rams are found all over the hinterlands. However, they're fast and flighty. I recommend killing them with Varric at short range. Not every Ram kill will drop Ram leather, so this can take a while. August Ram leather is not a substitute.
Paragon's Luster: This metal can be requested in many regions, but is easy to find in one: The Western Approach.
Nugskin: Kill nugs and related beasts, there's a lot of nugs in the Forbidden oasis.
Deepstalker hide: Kill deepstalkers. They're found in caves in many locations, including the storm coast.
Blue Vitriol: Found in the Fallow Mire.
Drakestone: Found in a handful of caves in the hinterlands.
Complete 20 requests to unlock achievement. Achievement may not unlock immediately, but if it says 100% in the achievements app, it will unlock eventually.
In the field, requisitions typically task you with collecting a certain amount of crafting materials within the area you're currently in. These can be found scattered throughout the world map or in some cases require you to kill certain enemies (like Ferelden locks only drop from bandits or killing Spiders nets you Spider Venom).
Once you have gathered the materials, return to any camp or Skyhold and press X at the "Inspect Requisitions" table. The requisitions you can "fill" appear in white, simply select them and press Triangle to Craft the requisition and complete it.
Note - Requisitions are unlimited. Once you complete one in an area, a new one will be waiting from the Req officer. If you complete a requisition in another area that requisition officer will not give you a new requisition, you must return to the original area you picked up the req for more of them).
Provided you don't mind searching the areas thoroughly you should net this one easily, especially since most of what you are gathering are materials that are valuable in creating and maintaining your equipment and potions.

Every time you set up camp somewhere, a requisition officer will be walking around. Look for the "!" on your (mini)map inside the camp. Talk to her to receive a requisition request. These requests require you to find a certain amount of upgrade materials. All these materials can be found in the same area as where you obtained the quest. Some of the materials can be bought at merchants as well. Some of them will also require herbs. There a few requisitions that require specific items that aren't upgrade materials or herbs. Don't bother with these as there are plenty that require normal upgrade materials.
Once you've found these materials, you'll need to go to a requisition table and craft the requisition. Requisition tables can be found at every camp, keep and in Skyhold. Look for the upgrade mentioned in the quest (or look at the upgrade description/materials) and craft it. You'll need to do this 20 times in a total. There are more than 20 requisitions in total, each area having multiple requisitions. Some of the areas will recycle the same requisitions a few times over. Start all requisitions possible and complete whatever you can. After completing a requisition, you can go back to the area from where you got that requisition and start a new one.
