How to unlock the Saddled Up achievement in Dragon Age Inquisition - Definitive Guide
Step 1 - Visit Master Dennet in the Hinterlands
When you arrive at the Hinterlands, you will have a quest to find the "horsemaster". Go towards the quest marker (which is quite far north-west of Crossroads). Once at the Quest Marker speak to Dennet and it will unlock some quests at the farm. He will also give you access to your first horse.
Step 2 - Complete Farm Quests
There are 2 quests you need to complete before Dennet will join the Inquisition. These are "Trouble with Woves" and "Build Watchtowers".
The Wolves quest is fairly straight-forward - just follow the markers and kill the mini-boss in Wolves Hollow. Then return to Elaina to hand in the quest.
The "Build Watchtowers" quest requires you to go to 3 points on the map and mark them as Watchtower spots. Then, back at the War Table, use one of your advisors to build the towers (it doesn't take long). Once the advisor confirms the operation was a success, return to Bron on the farm to finish the quest.
Step 3 - Recruit Dennet
You must have Cassandra or Vivienne in your party for this step.
Speak to Dennet back at his house and you will have the option to recruit him to the Inquisition. At first he will refuse but if you have Cassandra or Vivienne in your party you will have the option for her to convince him.
Step 4 - Buy Horses
Back at Skyhold go to your Stables which are in the outside area near the merchants. Here you can interact with a sign (not Dennet) to buy or sell horses. Scroll to the bottom of the list and you'll see that you can get one for free. Then simply buy the next 3 cheapest horses.

You receive 3 mounts via quick quests on the War Council map in Haven. Bog Unicorn, Armored Mount, and the moose/reindeer thing. You may have to wait til after a few major quests are complete for Orlais to be accessible depending on your branching story.
In the Hinterlands you are tasked with getting your "first" horse from Master Dennet, which will be #4. After completing a few quests for his "townfolk" (I set up the watchtowers, took care of the wolves, ran a few races with his daughter, and rescued the fluffalo) you can return to him to get him to commit horses for the Inquisition. With some dialog tree goading, I convinced him to be the new stablemaster in Haven. When returning to Haven, there is now a Buy/Sell notice board next to the stable outside the gates (next to the smithy) - there will be your 5th mount, for the low low price of 0 str8 cash money.
The achievement did not pop until I left Haven, however - not sure if the servers are still laggy or if this is a requirement for the game to increment...
For those without the "Deluxe" content, I imagine more mounts will be available for sale from the signpost as you progress in game.
A relatively quick way to nab this one is to first complete the mission in the Hinterlands for Master Dennit. During these missions he will give you a free horse to use (and thus unlock the Cavalier trophy).
After you complete Master Dennit's missions (the ones from his Wife and stablehand) you can return to Dennit and persuade him to join The Inquisition.
Once you make it to Skyhold you can access the stable area where you will be able to purchase some stock mounts. I went ahead and bought the 4 available and the trophy unlocked no problem.

There are three ways to obtain mounts. Purchase them from Dennet after recruiting him as an agent, by purchasing a mystery box for 10.000 Gold, or by purchasing Dracolisks which are unlocked mainly by defeating Dragons.
When you go the The Hinterlands the first time, you'll receive the "Horses for the Inquisition" quest. This will lead you to Dennet. Dennet will give you another quest called "Master of Horses". On the right of his house in the garden is his wife. Talk to her to receive the "Trouble with Wolves" quest. Close to Dennet's Wife is a small building with a man named Bron inside. You can obtain the "Farmland Security" quest from him. Once all of these have been completed, you can convince Dennet to join the inquisition as an agent. In order to convince him, you either need to bring Cassandra along who can convince him, or have the "History Knowledge" Inquisition perk unlocked to convince him yourself.
You can purchase multiple mounts from him once he's your agent. If you're in Haven, go to the merchant close to the Blacksmith, just outside of the village walls. If you're in Skyhold, he's outside in the very right corner if you're facing the castle.
The second option is in Val Royeaux. At the very top of the city, is a merchant selling a Mystery Box for 10.000 Gold. Purchase this box and examine the gold statue that appears. This will add the "The Big One?" operation on your War Table on the Ferelden side. Complete this operation to instantly receive 5 Exotic mounts. If you don't want to spend 10.000 on this, buy the box, hit and sell back the box. You'll still have your money but you will be able to examine the golden statue and receive the mounts.
The third option is to buy Dracolisks. After defeating one of the ten dragons, you'll receive an Operation called "The Hunter Shade Dracolisk". Complete this operation and you'll be able to buy a Dracolisk at the same place as where you buy horses from Dennet. Defeating all ten dragons will unlock another Dracolisk. Capturing all keeps will unlock three more Dracolisks and gaining Influence rank 9 will get you another Dracolisk.
