As soon as you complete your first fight with the Darkspawn and set up your camp you will have an expedition table available to you. Go to it, and there is a 'Legion Camp Improvement' mission, which takes zero time.

Once you find your first campsite in the Deep Roads, the game will prompt you to interact with the expedition table right in front of you. Do so and select the single mission available to unlock the achievement. If you missed this prompt or simply did not want to do the mission for whatever reason, you can come back at any time in the future.
