How to unlock the Master Builder achievement in Dragon Age: Inquisition - Definitive Guide
I created a "Masterwork Notched Staff Grip" with just 7 Dragon Webbing and the achievement popped.
It has been noted, by mosin360 in the comments that it doesn't need to be a higher level schematic, just use Tier 4 materials only in the crafting process.
ADDITIONAL: For those who may have missed out on this and can no longer gather top level materials as all Dragons have been slain... in The Descent DLC there is a huge stash of materials early on at the first camp in a large pot to help restock your supplies.
Also, killing dragons is the only way to get the required tier 4 materials - the Black Emporium, etc, sell the materials but are via bought DLC.
The quickest and easiest way to get this achi is by making the Curved Staff Grip (or other upgrade with '2-2' materials), as this is one of the few items (mage staff upgrade) that can be made from the materials from killing just one dragon (the easiest/earliest dragon). However, the first dragon's tier 4 loot is variable*: Dragon Webbing (1-5); Dragon Scales (1-5); Dragon Bone (1-5).
1. Kill the Fereldan Frostback dragon (level 12, vulnerable to ice/cold), north of the Dusklight Camp, either by levelling up and upgrading, or looking up exploits (a mage can attack from the battleground entrance with impunity, or you can use the Skyhold Undercroft storage chest to duplicate your best armour/weapons for all your team, and duplicate Amulets Of Power till you've unlocked every attack ability - simply press A+B on the storage item to duplicate it). NB: You'll get the 'Wyrmslayer' achi for killing the dragon.
2. Provided the dragon loot contains 2 Dragon Webbing and 2 Dragon Scales, buy the Curved Staff Grip schematic cheaply from the Dwarven Bookseller in Redcliffe, Hinterlands (if you don't already own it, and check at the 'Craft Weapons' bench what items you can make, but it's likely to be one requiring '2-2' materials, and I only had one possibility).
3. Travel to the 'Craft Weapons' bench (Undercroft) and save - you can then use the 2 Dragon Webbing and 2 Dragon Scales you got* from the dead dragon to make the Curved Staff Grip, then reload after the achi pops so as not to waste those materials.
Choose an item with two upgrade slots to do this quickest. Once you have enough Tier 4 materials to upgrade said item, do so to unlock the achievement. This is more easily completed once you have started hunting dragons and have an abundance of their crafting materials to spare.
Save beforehand and load after unlocking if desired.

Every materials has a Tier tied to it. You can check the tier by reading the material description at the bottom of the screen in the crafting materials inventory. Tier 4 is the highest Tier and there are only three Tier 4 materials: Dragon Bones, Dragon Scales and Dragon Webbings. All of these only drop from Dragons. Once you've acquired some Tier 4 materials, go to a blacksmith and choose to craft a weapon or armor. Helmets are your best choice if you don't have many Tier 4 materials or don't want to waste them, since these only have two upgrade slots. Select the slots, insert the Tier 4 materials (check the bottom description for the Tier rank) and press to craft it.
If you don't want to lose your Tier 4 materials, save before doing this and reload once you have the trophy. You can also use a duplication exploit to get more Tier 4 materials. See the Inquisitor trophy on how to do this.
