Frieza is a great choice for this.
His 1st Form has a Scouter Skill, where within your radius, reveals the locations of ALL Civilians.
If you go to a heavy survivor Area (Area’s D and B on Highland River for example) - use your Scouter once or twice there early game, you should get this achievement with ease.

Civilians spawn around the map, separate from Player Survivors. These civilians do not move and are normally hiding in fear. As a Raider, kill 5 civilians for evolution energy. This is the normal gameplan for most Raiders starting the match so it shouldn't be tough.
