You're going to need to Summon Shenron in order to unlock this achievement. The Ultimate Dragon Change is when you reach level 4 and is only available from Shenron when you select "I Want To Become Stronger" or something along those lines. It will also give you the ability to go toe-to-toe with the Raider much more successfully than prior as you will have the ability to essentially spam your special attack.
It's recommended to use the Special Beam Cannon, as it does insane damage and has quite a generous hitbox. That means you should have either Cell or Piccolo set as your Lvl 3 raider.
Get the Raider locked in and spam the move and eventually, you should kill the Raider and earn the achievement.

With Broly added as a new raider, Dragon balls do not spawn with him as the raider in games.
Instead super transpheres drop from lvl 2 to lvl4 in ascending order to match brolys lvl in game.
Super transpheres grant you ultimate dragon charge just like the dragon balls and you can unlock this trophy if you get the final hit on broly if he is defeated.
(Random useless info here:
Lvl 2 super transpheres transform you into ssj goku, ssj vegeta, ssg goku or ssg vegeta
Lvl 3 super transpheres transform you into either ssb goku or ssb vegeta.
The lvl 4 super transphere will only transform you into ssb gogeta)
A warning to keep in mind is that the lvl 3 super transphere will only spawn once broly is lvl 3 AND the lvl 2 super transphere has been used and been defeated, same goes for the lvl 4 transphere.
You can get this trophy from any of the super transpheres (not just lvl 4 unlike the dragon ball wish that only has lvl 4 as ultimate dragon charge).
Final notes: Teamwork is key to this trophy, it is never recommended to 1v1 the raider (unless you get lucky and they just let you beat them), instead it is better to help other survivors lvl up and overwhelm the raider with numbers (but remember that you need the last hit otherwise you will not get the trophy).

2) If nice enough, those who find a few of the balls might drop them for you to pick up. Chances are it'll only be if you have the greater amount or are playing with a friend and can communicate as such.
3) Once you've acquired all seven, find a Shenron Shrine and start summoning the dragon. Be on defense though as one knock will drop them off your person, even from an emergency change.
4) Out of the wishes available to you once the dragon is summoned, ask to be powerful. This will give you a near infinite Ultimate Dragon Charge. The timer only diminishes from getting hit.
5) Group up with any DC2 or 3 players and take down the raider. You must have the finishing hit to collect the trophy.
6) Watch the raider be blasted out of time and space for now and collect your winnings too.
