For this Achievement, you need to have a character at level 90+, and have maxed out your friendship with Whis. You specifically don't need a level 90+ Saiyan for this achievement.
If for whatever reason you don't have a level 90+ character, they added an NPC called Tosok, to the right of the dome, near Android 16 if memory serves. He'll level you up at the cost of Zeni and TP Medals.
To max your friendship with Whis, I just farmed his initiation mission. Takes about 20 minutes or so to max his friendship and then he'll give you SSGSS.
Then equip it to your Saiyan, jump into a mission and activate it and the achievement is yours.

You don't need the dlc for any achievements in Version 1.14 update no.
I believe the amount you pay per level varies, from 1-80 it costs Zeni IIRC, and the amount of TP Medals increases with each level.
By initiation I mean the first training mission for Whis, though doing any mission and having him as an ally works too.
Chaos, I don't know why you haven't got it, I know for a fact you don't need a saiyan to unlock it though, but you need one for activating it.

Do I need to buy the DLC or something my game say I'm on 1.09 not 1.14

You must have a Create a Character that is Level 90 or higher (it can be any race). You must also have maxed your friendship with Whis (I kept doing his intiation test over and over with him as my instructor). Once his friendship is maxed (please note I could not get the dialogue to occur until he was NOT my instructor) go to the Bamboo Forest District, upon speaking with him he will give you the 'Super Saiyan God Super Saiyan' Transformation.
If you are not using a Saiyan CaC then you will have to swap to that character, put on the Transformation into your Skill Set and then use it. So after going putting it onto my skill set I simply started an easy Parallel Quest (I chose PQ #2) and charged up my Ki high enough to transform!

You need to max Whis's friendship bar and then get to LV90 for him to give you Super Saiyan Blue. Note that you do not need to be a Saiyan for Whis to give it to you, though you do need to be a Saiyan to use it. The main game has a trophy that requires you to make a Saiyan character, so you can use that character for this, but if you don't have one then simply create a new one and they will have the awakening skill available to use. Then simply enter any battle and use it.
Note: Whis is required and he is DLC instructor. Thankfully the Mentor Pack he is in is free to download.
