It's simple but can take a while (dlc characters not included)
You have to do all parallel quests 1-100, summon shenron on 4 seperate occasions and wish for new playable characters each time, and buy all gifts in the tp medal shop and gift each character with them. (If the gift you need isn't available at the given time, wait till next week and new gifts will arrive)

Gifts are not required, and completing the story gives characters and 1 varient I am aware of which requires gathering the eggs. Other than that, this method is correct. Z ranks and ultimate victories are never required for character unlocks as far as I can tell, so don't worry about them.
For gathering the Dragon Balls, I recommend the standard of doing PQ 23 for the 3 Time Patrollers, with the bonus speed of you restarting the PQ from the menu if the first 2 TP's don't drop a key item since thats faster than getting back in from finishing the quest. My build that beat it in less than a minute had HAAAAA! with maximum charge for fast ki charge and Emperors Death Beam for spamming one-shot purposes.

f you complete all of the story missions and parallel quests, you should have almost every character and variant. However, there are 4 characters that can only be obtained through wishes (Hit, Eis Shenron, Nuova Shenron, and Omega Shenron). Keep farming dragon balls and wish for characters in order to get them

You'll unlock every character and variations by completing the story (including "Unknown History") and all 100 PQ's. However, 4 characters require you to summon Shenron and make a wish for them. They are Hit, Nouva Shenron, Eis Shenron and Omega Shenron. You will have to collect all 7 Dragon Balls and summon Shenron 4 different times to get them by choosing the option "I want more usable characters".
