Main story related. Keep playing story missions until you get to fight against Raditz and complete the mission "Make way, Rookie time patroller Here!!".

Story missions are activated by talking to whoever is there (Supreme Kai of Time, Elder Kai or Trunks), and usually accessible through the Time Nest.

This is still glitched out for me after soo many years......I wonder if I should just start a new save file over or character and see if it unlocks

Whoever is WHERE? Where are Supreme Kai of Time, Elder Kai, or Trunks? What is the Time Nest? What are you talking about?
