How to unlock the This is the New Super Saiyan Blue! achievement in DRAGON BALL XENOVERSE 2 - Definitive Guide
I haven't played the Hero Colosseum story so I actually have no clue if there is another method. What I did was use the 1300 tp medals that I had saved up during the course of playing the main game and purchased random figures in the Hero Colosseum Shop. Note that the achievement asks you to get 70 UNIQUE figures. Unique meaning the figure has to have a different number. For example, you might have two goku figures that look the same but have a different number.
If you have never been to the colosseum:
Travel to the structure with a "C" on top of it (the Capsule Corporation symbol) and choose to enter the "Battle Simulator". Play until you are able to access the "shop".
Buy figures from the "Normal Capsule Machine" for 3 tp medals a piece. You can use this method all the way until you get 70 figures (out of a possible 106), but I stopped using the "Normal Capsule" machine around 55 unique figures because I kept getting the same figures at that point. I then started buying from the "Special Capsule Machine" for 20 tp medals a piece because it gives a higher chance to win higher rarity figures. I put the rest of my medals into this machine until I hit 70 figures. Around 68 medals, I lost about 200 medals just getting either common figures or ultra rare figures that I already had. You can check your progress by going to "lists" in the colosseum, going to "figure collection" and seeing your total number of figures out of 106. Once I hit 70, I talked to Oshi and unlocked the achievement. Oshi is located just down the hill from the Dragon Ball Pedestal. Look for the name over his head. The achievement will not unlock until you talk to him and receive a reward from him.
If you do not have tp Medals: Apparently they can be farmed from expert missions, or you can wish for 200 tp medals from Shenron ("I want more medals" wish).
If you reach your limit on figures: Go to the customize figures section of the Hero Colosseum menu and select a figure that is duplicate in number to a figure you already have. Choose to dismantle the figure. Do this until you think you have sufficient space to keep buying figures. Just be careful to not just delete a figure because it looks the same. Make sure to only delete figures that have a duplicate number to a figure you already have.
If there is another method to getting figures, feel free to leave it in the comment section or make your own solution.

Din Leralonde says: "Since update 1.09.00, there is now the option to bulk buy 5 figures from each capsule machine, and for every 30 figures you buy through the Special Capsule Machine, it gives you the option to get a guaranteed UR (Ultra Rare) figure for free."
He also says that, "Can confirm you can farm TP medals from expert missions. I'm doing EM16: In the Realm of Gods - Vegeta. It's quick and easy to do, and yields 16 TP medals everytime.
Also, *some* story missions will give you a figure, but the only one's I've had so far were normal figures I'd already collected."

You're actually free to delete all your figures if you so desire. I hit my 70 in the collection with only 68 owned because I had acquired two of them through Limit Breaks. Went to Oshi to see if it would work, it did.

Also side note when you purchase a new figure look at the statistics by the Figure Number...if you don't have the figure it'll say NEW above the number if you already have one of that kinda of figure it won't say NEW

Easiest way to do this achievement is to spam parallel quest 23 where you have to fight frieza and 3 time patrollers , it’s the best PQ to get dragon balls , once you do it go to shenron and wish for medals by choosing the wish ( i want medals ) which basically gives you 200TP medals , then you go to the hero colosseum and buy the pack that gives you 5 figures for 15TP medals tell you get around 50 unique figures, then u stop getting new ones so u change to the pack which costs 20TP medals per figure , once you obtain all 70 figures you go to talk to oshi , you are gonna find him next to the stairs that lead to shenron where you can wish for smtg .

When this update first rolled round this was actually somewhat nasty as there were only 100ish figures, so this meant you needed a good 70% of them. However with a later update introducing a large amount of new figures this is much easier now, and may become even easier in the future.
As of the writing of this guide, there are currently 90 Normal and Rare type figures so you can get this trophy by simply opening the 3TP option for draws if you wish. You can check how many figures you have via the figure list in the Hero Colosseum.
For the trophy to pop you have to talk to Oshi who is north of the Dragon Pedestal where you use the Dragon Balls at the bottom of the steps.
