Hello guys, so this is my first time doing any solution guide.
So I have read and tried multiple methods others were suggesting but the fastest and easiest method is PQ #15 "Namek Explosion"
All you have to do is beat Frieza under 3 minutes and then a 85%-90% chance exists to get an Time Patroller spawned in as an Ultimate Finish.
Beat him over and over and you should get a Dragonball fairly easy.
The complete fight with Frieza + TP should be over in max 2 minutes with a high lvl.

This is just a specific achievement towards collecting a single dragon ball. You still obtain them through the same way as the other dragon balls - Battling against the Training Time Patrol NPCs during the Parallel Quests. You can see more details on the other guides on that achievement.

Just got this 4 stars Dragon ball but no achievement. As Same as the other achievements for story completing. Horrible
