All forms of Buu come from natural progression through Goku's DU.

Dabura: Defeat Dabura in Gohan's (Adult) DU Storyline.

Supreme Kai: Supreme Kai can be unlocked during Gohan's (Adult) DU mode on a second play
through, by searching the map and viewing the two Videl events and beating Goten. After both of those are complete, head to Kami's lookout and beat Piccolo. When the Debura marker appears, head to the mountains on the northeast coast of the main continent to have a discussion with Vegeta. Afterwards proceed to defeat Debura. Gohan should now decide to pursue Vegeta instead of Buu. Defeat Vegeta, then head to the dot on your map, but before you face Buu, scan the immediate area. There is a 'plains' location which is easier to find by using the Ki-search (R1) near central city, where you will find Supreme Kai and he will be unlocked for you after the scene with Gohan.

Majin Buu - Unlocks upon finishing the 10th Battle in Goku's story
Super Buu - Unlocks upon finishing the 11th Battle in Goku's story
Kid Buu - Unlocks upon finishing the 13th Battle in Goku's story Note: Remember to hit Kid Buu off with Spirit Bomb in regular or Kaioken form and also you need to win the power struggle mini game. Please refer to Uub in the Budokai 3 Team Earthlings above for more information.
Dabura - Unlocks upon finishing the 3rd Battle in Gohan's story
Supreme Kai - Play Gohan's story a 2nd time and meet the requirements for how to get Videl, then after the fight with Goten fly to Kami's Lookout which is located in the middle of Western part of the west continent. There you will fight Piccolo and afterwards head towards Northeast part of the main continent where you will see some mountains and will trigger a scene with Vegeta.

Afterwards, beat Dabura and you should get another dot in the same area but against Majin Vegeta. After the fight head towards the middle of the main continent and look for a scene in the plains where you will find and unlock Supreme Kai.

Supreme Kai: On your second Gohan DU playthrough, after the fight with Goten, fly to Kami's Lookout (on the western continent). You will fight Piccolo. Beat him,then head towards the mountains in the northeast, and you will trigger a scene with Vegeta. The location can be seen below.

Afterwards, beat Dabura and head towards the new dot on your radar and you will fight Majin Vegeta. After the fight, head towards the middle of the main continent and look for a scene in the plains where you will find and unlock Supreme Kai.
