You unlocked Legend of Hercule in Dragon Ball Z:Budokai

To unlock Legend of Hercule/Mr. Satan mode you must have unlocked Hercule and all the other characters except The Great Sayaiman and beat the Adept mode in the World Tournament. After you done that get your prize money, go to Mr. Popo's shop and buy the recommended capsule, it'll be the one that unlocks Advanced Mode World Tournament. After you've bought it the next recommended capsule will be the one that unlocks Legend of Hercule mode and the achievement.

Achievement: Budokai Legend of Hercule- 30G

For this achievement you'll need to unlock Legend of Hercule in DragonBall Z: Budokai.

For this achievement to unlock you don't need to finish the Adept Mode of tournament. After you've finished Novice mode of the World Tournament, go to the Skill Shop and purchase the Adept class from the recommended section. Immediately after that you'll be able to purchase Legend of Hercule Mode for 4,000 zenie. Which will then appear as the 7th Dragon Ball in the Main Menu if you didn't recognize one missing ha.

To unlock Legend of Hercule, you have to beat the World Tournament on Adept difficulty and then it will be available in the shop for 4,000 Zenie.

NOTE: You don’t actually have to play the Legend of Hercule mode to get the trophy, you just have to unlock it.
