You unlocked Great Saiyaman, Trunks, Yamcha and Hercule in Dragon Ball Z: Budokai
As the achievement description says you need to unlock Great Saiyaman, Trunks, Yamcha and Hercule.
Trunks and Yamcha are unlocked during the story in the chapters "Aim For Perfect Form" (Yamcha) and "Perfect Form Cell Complete" (Trunks). Hercule is unlocked by beating the World Tournament on Adapt level with any character. For Great Saiyaman you have to beat the World Tournament on Advanced level with any character.

You'll need to unlock Great Saiyaman, Trunks, Yamcha, and Hercule in DragonBall Z: Budokai.
To unlock Yamcha and Trunks you'll need to play through the Story Mode and complete "Aim for Perfect Form" and "Perfect Form Cell Complete" respectively.
To unlock Hercule you'll need to complete the World Tournament mode on Adept class.
And to unlock Great Saiyaman you'll need to complete the World Tournament mode on Advanced class.

Great Saiyaman: To unlock the Great Saiyaman you have to beat the World Tournament on Advanced.
Trunks: To unlock Trunks you have to complete the “Perfect Form Cell Complete” chapter.
Yamcha: To unlock Yamcha you have to beat him in the “A Cold Blooded Assassin” chapter.
Hercule: To unlock the big old mighty Hercule you have to beat the World Tournament on Adept.
