During Cell's chapter, you will be able to build your own vehicle with Bulma. The first two options, will be an Hovercar and a Bipedal robo walker.
To build them, you need to build every single part (like the full-course menu) and for every single part you need materials and some Zeni.
Again, materials can be found by farming them in free roam (break the crystals around the world and inside the caverns) or getting them as a reward. Once you have enough materials and Zeni, you can build parts and vehicle:

- Chose to create a part (Let the Building Begin! unlocks)
- Create all the parts needed for the hovercaft and then, craft it (Get out of My Head and Turn into My Car )
- Create all the parts needed for the Bipedal robo walker and then craft it to get this one.
Once again, find Bulma inside Capsule Corp and select R&D to get the option to build the Robo Walker. You'll first need to individually build each part, and will likely need to run around Capsule Corp finding parts. Save and reload your game to make the collection points respawn if you still need more.
Note: I would suggest saving before building this and reloading after to save your parts and money, and put those toward upgrading the Training Room instead.
