As with most RPG's, once you finish the story you'll be given the opportunity to "free roam". Allowing you to mop up achievements like this. You'll even gain access back to locations you've only been able to visit briefly during the story.
After progressing far enough into the story you'll begin to start gathering dragon balls in which you can use to make wishes to Shenron. Typically during intermissions in the story that's when you'll be able to start working towards this achievement. You can wait 20 in game minutes after making a wish, and you'll be able to gather all 7 again or you can avoid this completely and do it in free roam once you finish the game. Once you are out of intermission and back to progressing through the main story, the dragon balls won't refresh after 20 minutes and you'll need to wait for another intermission. Gather all 7 dragon balls and make a wish to Shenron 10 times and this achievement will be yours.
Wishes can be made to Shenron via the Start menu under the Dragon Balls tab once all 7 are collected.

I waited till I finished the story to do most of mine and it takes 20 in-game minutes for them to restore and you will know when this has happened because Bulma will contact you to say they're available to collect.

Idk if this a game glitch or just happened for me but in the intermission after beating Cell and before starting the Buu saga the dragon balls kept popping up immediately after making a wish.

After Frieza saga, during the first interlude, you will be able to collect Dragon Balls. Dragon balls will be marked on the world map and once you reach the area, you will find them in the dragon radars.
