Don't have to have two party members, just one will do.

Worth noting that if you do have two party members both of them need to have their circle full, so it's definitely easier with just one party member.

Z combos are special attacks that you can perform when playing in a team. Your support characters will have a little white bar around their icon that will fill up each time you perform a Super Attack Assist (see The Power of Friendship

Z Combos are performed in battle by first filling the gauge around your support characters' portraits in battle as they perform Super Attack Assists. I did this during the intermission after the second arc (The Frieza Saga). I added Tien and Krillin to my party, who had barely leveled up, so they were doing 1 damage with each attack. I simply dodged attacks with Gohan and waited until I could use the assist moves, and did that until I could power them up completely. In a fight against a group of normal enemies, you can easily get in 4-5 Z Combos during a single fight this way.
