This occurs during Chapter 3 and although it is part of the story, it is technically missable. East of Sandheim there will be a mountain you can travel to. This is part of one of the thief guild missions and worth 10,000G when completed. There's nothing too complicated about this area, just make sure you are well equipped and make it to the top.
