Story related and cannot be missed.
These tablet targets are unlocked after returning from Moonbrooke. They're fairly straight-forward, though you'll need to recruit one of the Powie Yowie (Yeti) monsters from the Rimey Reef Explorer's Shores to create snow (using the ice lollipop item). Your villagers will prompt you to do this though. Building the throne room and royal bedroom can also be annoying. Use the purple blocks on the ground as a layout for the throne room (otherwise it will be too big), and create the bedroom on a flat surface (no steps up/down).
