From what I understand and my experience in working on this trophy, once you reach 15 Weapon Proficiency with each of the respective party members they will "unlock" the Puff-Puff scene the next time you speak with them in Accordia.
For the healslime, I am unsure how long this actually takes. I didn't actually "speak" to him in Accordia until after I had completed the game.
This is a fairly easy trophy to get, especially if you're going for platinum. Grind this either in Space-Time Labyrinth or on the "!" marked mobs. Also, using the "Fans" rank 20 weapon proficiency party skill, Decreases gold gained but increases weapon proficiency earned, will make this considerably faster. While maxing out Maya's weapon proficiency first is not required, if you're going for platinum then you will have to max everyone's weapons anyway and this party skill will make the 15-20 proficiency grind a lot faster.

Lv. 15 is not required. It goes by "enemy points." Like proficiency, the harder enemy you kill, the more points you will get. When you kill that many enemies by being active, then you will trigger. Rinse and repeat for every character.

As NightmareJames stated, lvl 15 proficiency is not a requirement. Basically, kill people with the character and you need to progress through the story until Fractos and the Black Manse appear before Puff-Puff's can be obtained.

For this trophy, you need to play each character for about an hour and/or get about 200 kills with them, then speak with them in Accordia to get a Puff Puff cutscene. You have to do this with every playable character. Healix also has a Puff Puff scene, although I'm not sure what triggers this. You can get this trophy before you beat the final boss.

For those curious as to why you aren't magically getting Puff-Puff scenes after using a person for roughly an hour and getting 200 kills, you need to progress through the story until Fractos and the Black Manse appear before Puff-Puff's can be obtained.
