Im not sure if you can unlock this sooner but i was able to get a good puff puff in Asham. Enter the town from the left at night and there should be a woman standing in the doorway next to the item shop. Let her take you upstairs and let the puff puff comence! Once you are all puffed out head outside. The achievement pops when you reunite with your allies.

I may be wrong about this but I believe this is only achievable to the Male character. I am currently playing as a female and the lady says "Good evening, fair maiden. Are the stars not beautiful tonight?"
Edit: Can confirm now, you must be playing as a Male character to obtain this achievement.
