This can be a tough achievement because nothing guarantees you'll max out a character's affinity.

Affinity is how much a person likes your character; doing things for them will raise their affinity toward you. Even talking to them, as is evidences by the slight "blush" aura that appears around them when you interact with them, will raise their affinity. The easiest way to increase an NPC's affinity toward your character is giving them gifts or furthering an NPC's questline.

I will note you can also lower a person's affinity toward you. Aggressive behavior, running into them, etc. will lower affinity. If the people around you looked shocked at your action (as happened to me when I was trying to speak to a shopkeeper with my dagger's drawn), you're lowering affinity.
