How to unlock the Eye Contact achievement in Dragons Dogma Dark Arisen - Definitive Guide
Evil Eyes are monsters only found in the Everfall, which resemble a Beholder from Dungeons and Dragons.
Your first encounter with an Evil Eye will be during an early quest that has you investigating the Everfall for the Pawn's Guild. You cannot defeat the creature during this quest, as its main body will never appear.
After defeating the titular Dragon in the quest 'The Final Battle', a post-game will begin, starting with a quest that will take you back to Gran Soren to see the Duke, and ultimately jump into the newly-formed gaping hole in the world there, the real Everfall.
Normally, each ledge you can land on in the Everfall features a separate mini-dungeon, with separate bosses for each. However, during the first trip, you will always find yourself at the Chamber of Confusion fighting an Evil Eye. Since you cannot proceed with this quest until the Evil Eye is defeated, and cannot proceed to New Game+ until you finish the quest, this is effectively unmissable.
While fighting the Evil Eye, it may temporarily go invulnerable. When this happens, you can either hit it with a sufficiently powerful magic attack (such as High Bolide) or destroy the nearby tentacles emerging from the ground.
