Terminers float around in black robes and are the highest level monster. You will meet one as part of the main story near the end of Spring.
Use missle weapons to take them out, instead of melee -- 2-3 shots of an appropriately-leveled blunderbuss should take him down easily. After a shot or two, he will summon a few minions and put up a shield. Take down the minions and the shield will drop again so you can kill him.
At later camp levels (7+) they will regularly show up as part of raids.
