This might be buggy...
I got to 10 bombs and 8 keys, no unlock. (I had 10 bombs before I got the 8th key.)
Then I used 2 bombs to go down to exactly 8 bombs and 8 keys, no unlock.
Then I went down to 7 bombs and 8 keys, then picked up another bomb, and it unlocked.
So if you're having any trouble unlocking this normally, I think you need to get to exactly 8 bombs and 8 keys, and the game only checks when either your bomb count or key count increases, but not when it decreases.
