Much easier than it sounds. There are only 6 side islands you need to visit and each one is clearly marked on the map with a red square on each of the islands you need to go to. You should not need to complete the island challenges for this achievement, as it popped for me as I was landing on my 6th island. You can complete this anytime after your first flight. (The first time you fly it’s a “test” flight and will not let you land on any island except Havenholme.)

I’ve visited and 100% every side island and no achievement so far for this or rescuing the captive dragons. I found one dragon on the first 2 dungeons as well, confused. I’m at blood briars, I guess I’ll just progress and material grind for now, I’m not even close to getting those still

While you can go to each side island right away once you can start flying, as far as I can tell, you aren't supposed to be strong enough yet for some of them. So while you can go to them right away near the start of the game, some you might not be able to finish. You might not have an ability, or you'll face a groups of enemies you've not faced in the game before, so you won't know how to fight them so they'll stunlock you to death.
