There is a total of 5 pursuits that need to be completed in order to unlock Frozen Favors:
Under the Ice: Main Story pursuit of dlc, crack all 4 crew members with ice picks and place the crystals in the shrine on the eastern side of island (where the P in Central Camp shows up on the map)
Icebreaker: Story-Related in order to be able to break ice chunks floating in water. Central plow half 1 is located between -4Hand -4I next to the Central Camp. Icebreaker Plow Half 2 Is located just west of -4F. The Icebreaker Bracing is just north of -6J. Return to the Bleak Pontoon to construct your new and very helpful icebreaker!
Ice Shaper: After completing the Icebreaker, the Traveling Merchant will return to the workshop and say they’ve discovered the schematics for a new device called the Ice Shaper. To build this device, simply dredge near -2H to collect a defunct ice shaper, and return it to the traveling merchant to unlock Ice slabs purchase-able in the shop.
The Narwhal: Story related - upon arriving at the Pale Reach, you can find the photographer next to a large chunk of ice that is blocking further entry. Simply fill a 4x4 grid of any fish you please and the Narwhal will arrive to break the chunk of ice (netting you “Feeding Time” as well).
Figure in White: Located at -5K, the Figure in white acts similarly to the other robed figures from the base game. Bring a Fractalline Icefish, Fallen Stars, and Craterous Seer in that order (or all at once) to complete this pursuit
Upon completing the final pursuit the achievement should pop!

In my case, I completed the main quest and then I didn't know what to do. There is a character called Hooded Figure who you have to deliver 3 fish to complete this quest.

As far as Figure in White - I can tell you they request the aberrations of the Ice Fish, the Fractalline Icefish (one of three aberrations of the species), Fallen Stars, the aberattion of Sea Stars (which I personally had to grind out waiting for a catch in my crab pots throughout the area) and the Stargazer fish aberration, the Craterous Seer (which can only be caught through a Trawl Net). Upon completion of this task, you will be rewarded with the Book of Astral Symbols, a book that will increase your Aberration rate an additional 4%, a new statistic added in Update 3 that increases your likelihood to catch aberrations!
