The Aberrations are pretty straightforward as you don't have to get any of the Exotics, including

Even if you don't specifically use the item it will help with the Aberration %. I also found that Aberration bait can help, just know that you will get Aberrations from the oil as well as the regular fish that are found in that location it's not a sure thing.

Is this just for fish exclusive to the iron rig dlc, like the ones in the oil slicks, or is this including all fish types in the whole game (excluding exotics)?

I believe so, all the fish that are from this DLC require upgraded variants of normal fishing equipment so I believe they are counted separately from the base game.
