I unlocked this at the third tier of Hull/ship upgrades, with all the possible rod slots unlocked at that point.
Equipped on my boat were:
- "Sinew Spindle" - 2x1 rod gained from the cod fish shrine
- "Bottomless Lines" - L shape 3x1 rod
- "Hydraulic Rod" - 2x2 square shape rod
- "Anti-Tangle Line" - 2x2 L shape rod
Combined these pushed my fishing speed to 209%. I have also seen that just the "Versatile Rod" and "Fathomless Winch" unlock the achievement too, but these take longer to unlock in the research tables.
EDIT: By continuing the story around Devil's Spine, one of the shrines there requires two Serpentine Mackerels and will give you the "Encrusted Talisman" which if installed on the boat automatically gives a +375% fishing speed, so if you still have not gotten the achievement up to this point, that will be the quickest way. If you could somehow speed to this area and gain the fish early on, you could get it extremely early in the game.

Oddly I’m at 268% and the achievement won’t unlock, any ideas?
