Story-Related, Cannot be missed

The Second Relic is behind a rock barrier in the middle of Gale Cliffs and will require you to gain access to explosives before you can retrieve it.

When you first arrive at the town dock of Ingfell, you will be able to talk with the Retired Whaler. He will be in a bit of a sour mood concerning a long-running family feud. If you head southeast to the dock labeled "Ruins" you can meet the Hermit, who is also the Retired Whaler's estranged brother. You will learn of the Family Crest that the Hermit has lost in the waters of Gale Cliffs and the pursuit of yet another MacGuffin that you will need to complete.

If you depart from the Traveling Merchant and head East then South around the cliffs and enter inbetween the cliffs to find a large area with a waterfall, you can collect three items of importance in this area: The Conger Eel needed for the Best Before Pursuit (at night), the Family Crest which will be giving off a golden glow from the middle of the pool outside the waterfall, as well as a secret area behind the waterfall where you can find the first of the four Exotic fish for the Recording Rarities Pursuit and a treasure chest of goodies (though you will need an Abyssal Rod which you can not unlock until you have finished a few pursuits in Stellar Basin, so best to come back for the exotic catch later)

You will need to evade the large creature that patrols the cliff area waters as there is no real clear option to avoid it or scare it off this early in the game, but if you approach the waterfall area in the afternoon (4pm or 1600hr) you can attempt to quickly grab the Crest then the Conger Eel which will be there only at night (after 6pm / 1800hr) You can duck into the waterfall area (It is way too small for the creature to get you in there) and haul ass out of the area before its one eye can find you. If you do get hit, it is 2 points of damage which you can survive even without a Hull upgrade, but one hit is all you can take, so get in and get out.

With the Family Crest in your possession, visit the Hermit, then the Retired Whaler. The Whaler will tell you to head to a set of yellow flags that signify explosives that he needs to trigger to clear a pathway. Head through the giant stone arch, bank left and approach the rocks with the yellow flags on them. Select "Yes" to light the fuse and the path will be cleared. Report back to the Retired Whaler and the family conflict will be resolved. Bring the Hermit over from the Ruins to Ingfell for a tender moment between brothers and the retired Whaler will offer you a set of explosives. (Return to the Whaler later for five additional explosives if you prefer, but you can always buy them from the Traveling Merchant as well)

Finally with your own explosives in your cargo, head back to the Ruins and blow up the rock barrier. Behind the barrier you will find two dredging spots and once you are done looting the Ruins, you will have the Music Box.  If this is the second relic you are turning in, then bring the item back to the Collector and you will be given Manifest. which is a Fast Travel ability that brings you back to Blackstone Isle whenever activated.
